Law 4 of 09/01/2004, better known as the "Stanca Law" after the name of Minister Lucio Stanca, stipulates that public administration websites must deliver services and provide information usable without discrimination, including by those who due to disabilities require assistive technologies or special configurations.

The meaning of the law is that a public administration website must guarantee the right of access to information by all, without discrimination, by breaking down IT barriers.

The University of Modena and Reggio Emilia in the redesign of its web portal has made its own the indications of the law and is committed to compliance with the technical requirements established by the Ministerial Decree of July 8, 2005 and subsequent amendments. 
 The work of redesigning the navigation scheme and rewriting the code, which started from the pages of the University portal, is still under development.
